 Prof. Colin Buxton's (Director of Fisheries, University of Tassie) article is worthy of your attention. It considers the "transfer of effort," ECOfishers has listed as one of the negative consequences and impacts, of poorly designed and managed government marine parks. The greenies use it (transfer of effort) as a trigger, for claiming more and larger so called sanctuary zones, because more fishing  pressure is placed on the adjacent areas to those so called sanctuary zones. Hey, what ever happened to the greenies "spill-over theory?" You know, that theory  that hopes those so called sanctuary zones, where migratory species can hide and become sedentary species, from those naughty recreational fishers. There they will use the sanctuary zones as nesting boxes for fish, (don't worry about the pelagic eggs facts) and the huge volume of newly bred fish will "spill-over," to adjacent areas, for everyone to harvest or watch, or whatever greenies do with wild fish! It all happens within 5 years, according to the greenies. The reality is it hasn't happened in the government's Solitary Islands Marine Park at Coffs Harbour which has been a marine park for more than 10 years now and sections, Aquatic Reserves for 5 years before that!  So in 15 years or more there has been no greenie "spill-over!" What's happening? Why aren't they working? Why aren't our Mulloway and Snapper stocks, for example, bouncing back?
 More green myths and legends exposed and exploded.

Is this the report that the article refers to, or has there been a more recent study by Buxton?

   One of the articles in todays ECOfishers mail, was a large white envelope from the Department for Environment and Heritage, South Australia. It contained a submission form for "South Australia's Marine Park Network, for public comment." It was forwarded to ECOfishers, from a Sportfishing group in South Australia. The South Australia marine parks slogan is "Reserve today. Preserve forever." And after reading the document, it is clear they are intending to be big on "preserving," in South Australia. At least they are honest about their intentions thus far - "preserve" large areas, by locking them up, kicking the community out and throwing the key away!  After all, as the S.A. Dept says, "preservation" is forever!
   ECOfishers will complete the submission form, on behalf of NSW ECOfishers, and advise our Sportfishing colleagues in South Aus, that we are only too keen to support their struggle.  After all, a lot of NSW recreational fishers have just returned from South Australia, after competing in the Australian Angling Championships. ECOfishers, going interstate.

50% at least, of South Australian waters, to be turned into government marine parks, to be preserved forever! FOREVER! The implications of that are pretty dam clear. Rocky
